This letter is addressed to you as Chairman of the Executive Committee of the First District Appellate Court.
I have today filed a "Motion to Disqualify Justices", a courtesy copy of which is enclosed.
As Chairman of the Executive Committee, I believe it is within your authority, your responsibility, and your duty to see that biased and prejudiced justices are not assigned to cases where the appearance of, if not the actual, bias and prejudice of the justices have been, and are being, shown by their actions.
Affidavits have been previously filed by neutral third-parties in other cases in this district relative to the prejudice and bias of these same justices against this litigant.
I believe that under Rule 63(C) of the Code of Judicial Conduct the Justices must disqualify themselves, or should be disqualified by the Executive Committee. They have brought themselves and the entire Illinois judiciary into public disrepute.
