Dear Ms. Kalish:
In response to your letter of October 16, 1997, I initially was not going to respond to your allegations of misconduct in our Circuit Court System, however, after long reflection I must tell you that speculative innuendo and unsubstantiated allegations in your perception of our court system does not make for a judicial misconduct case.
If you have, what you regard as evidence of wrongdoing in the courts, none of which I could substantiate, then I am obliged to refer you to either State's Attorney Richard Devine's office or the State of illinois Judicial lnquiry Board.
It not my nature to cast aspersions on anyone's character when I converse with them. I certainly would not start that process with you after twenty-eight years in law enforcement and thousands of interviews with the whole spectrum of society.
Ms. Kalish you never did answer the question of authorship of the letters sent to Judge Siracusa either during our conversation nor in your letter.
In conclusion I must pose the question, is it possible that three judges and I believe you told me, eight lawyers representing you may be right in the handling of your ease?
Be that as it may, I do have the obligation to refer you to the above mentioned State's Attorney or Judicial Inquiry Board which may be able to assist you where I have failed.
