February 7, 1995 SENT BY TELECOPIER TO 312-443-5199 Chief Judge Donald O'Connell Circuit Court of Cook County Rm. 2600 Richard J. Daley Center Chicago, IL 60601 Dear Judge O'Connell:On January 6, 1995 I hand-delivered to you a letter detailing the acts of filing multiple lawsuits, cases no. 90-D-2724 and 91-D-5122, in the Circuit Court of Cook County and documents establishing the multiple filings. As of this date, I have not had a response to my reporting of this action.
As the purpose of the filing of multiple lawsuits is the attempt to "judge-shop" and as Operation Greylord established that "judge-shopping" is unlawful, the apparent coverup reminds me of the article in the National Law Journal of April 18, 1994, reporting a F.B.I. investigation of the Nevada Supreme Court for their actions in covering up a judge-shopping scheme in that state. One of the interesting facts in that article was that the authority for the F.B.I. investigation was that "judge-shopping" was a violation of the mail-fraud statute, 18 U.S.C. Sect. 1341.
In my review of the Operation Greylord cases relative to the use of the mail-fraud statute is the finding by the federal courts that the Circuit Court of Cook County was a criminal enterprise.
Why am I getting the feeling that the violations of Operation Greylord are still active in this court? I hope that I am wrong.
Yours truly, Eugene Alpern bc:
